Monitoring, Evaluation and Learning Manager EU4Youth Programme (EU PAGoDA)
Job holder will provide strategic leadership, management and oversight of activities related to monitoring, evaluation and learning for the EU4Youth programme. This will ensure that the programme generates a strong evidence base, 2) this evidence is suitably communicated with key stakeholders, and 3) continuous learning is used for adaptive management of the programme. This role will be instrumental in ensuring that the programme is able to generate and disseminate strong evidence and learning to the client (EU in Tunis and Brussels), EUNIC members, and other relevant stakeholders.

Evaluation Criteria
Your application will be evaluated as set out below:
Stage 1 (Short-listing): Applications will be shortlisted with reference to each of the essential criteria in the Person Specification with the following scoring model:
10 - Excellent
7 - Good
5 - Adequate
3 - Poor
0 - Unacceptable
The following weightings will apply:
- Specific Knowledge and Experience: 60%
- Qualifications: 30%
- Commercial Evaluation: 10%
(Your proposed Daily Rate will be evaluated for the purposes of the commercial evaluation.)
Stage 2 (Interview): At the end of Stage 2, the three highest ranking bidders with a score of at least 5 points for each mandatory response will be invited to attend an interview. The interview may focus on any area of the Person Specification for this consultancy.
